Description

This assignment delivers construction supervision for the thermal renovation (energy efficiency upgrade) of key public healthcare buildings in the Volyn region, financed under the Ukraine Municipal Infrastructure Programme (UMIP). The objective is to rehabilitate and upgrade municipal infrastructure through improved energy efficiency, supporting service reliability and energy security.

Consultant services (core deliverables)

• Support to PIU in planning, monitoring and financial management of 5 design-built contracts
• Design review and supervising detail designs to be prepared by the Contractor in accordance with the Client requirements, international and Ukrainian standards and regulations.
• Support the Client in obtaining designs approvals and certificates in accordance with the Ukrainian legislation;
• Review and monitor implementation of Contractor’s documents (mobilization, construction programme, safety, Quality Assurance, Environmental and Social Management Plan (ESMP), waste management, stakeholder engagement plan, etc.);
• Support the PIU in Contract Administration and approval of Interim Payment Certificates
• Construction supervision and assistance during whole Defects Liability Period;
• Review and approve Contractor’s “as-built” drawings,
• Ensure the Contractor delivers its Environmental and Social (ES) obligations under its Contract.

The Project comprises the following Lots and buildings:

• Lot 1 – Volyn Regional Clinical Hospital Tarasove (main building and diagnostic clinic), cca 8.200 m²
• Lot 2 – Regional Psychiatric Hospital and Oncology Clinic, cca 10.300 m²
• Lot 3 – Volyn Hospital for War Veterans, cca 8.800 m²
• Lot 4 – Volyn Regional Clinic of Maternity and Childhood Protection (main building plus polyclinic), cca 10.700 m²
• Lot 5 – Volyn Regional Clinical Hospital Lutsk (Therapeutic Department), cca 6.200 m²
