DELTA Ukraine took part in a meeting with Oleksiy Chernyshov, Minister of Development of Communities and Territories of Ukraine
31. May 2022
A meeting with Oleksiy Chernyshov was held in Vienna on the issue of reconstruction of Ukraine. Ukrainian companies joined the discussion, raising urgent issues that need to be resolved.
Among the topics, the participants of the meeting drew attention to problems with logistics, the ecological situation, temporary housing shelters, infrastructure problems, a holistic approach to the construction of shelters for IDPs and the construction of permanent and high-quality housing.
Here is the main vision voiced by Wolfgang Gomernik, partner of DELTA Group, managing director of DELTA Holding GmbH and DELTA Ukraine, and Victoria Berezhna, executive director of DELTA Ukraine:
- Housing for IDPs is an urgent need in Ukraine. In this context, there are 2 approaches – the construction of even temporary but comfortable shelters, and the rapid construction of modern buildings that will be designed for comfortable living of people.
- Such houses can be built using hybrid construction technology and using CLT technology (Cross-Laminated Timber), which allows it to be done quickly, according to the principles of sustainable development. In this approach, special attention is paid to ESG (environmental, social and corporate governance approach). This is a necessary condition for further attraction of international institutional funding for such projects.
- Social infrastructure. Only the construction and restoration of housing will not solve the problem of people returning to their homes. We must ensure the rapid restoration of such infrastructure so that people can fully return and have access to medical and social services.
WASH projects (comprehensive and rational restoration of destroyed infrastructure). Modern technologies should be used instead of Soviet technologies and systems. All projects that were damaged should be subject to comprehensive renovation based on technical and economic justifications and current needs of the city. In the future, they will have a steady tendency to be financed by international organizations. - Digitalization of Ukraine once became a pioneer in the development of blockchain technology in the public sector. It set a good precedent. We must continue to move in the direction of transparency in management and digitize the maximum number of processes. One example is a transparent digital land cadastre.
We have no doubt that Ukraine will win and everyone is putting their efforts into it, but now we need a quick resolution of many humanitarian issues and a speedy recovery.
