Launch of the EIB-funded “Ukraine Vocational Education and Training Project – Phase 2 Detailed Design and Phase 3 Project Implementation”

DELTA is proud to announce the official launch of Phases 2 and 3 of the Ukraine Vocational Education and Training Project. Financed through a EUR 58 million loan provided by the European Investment Bank (EIB), this project marks a significant step towards modernising the national Vocational Education and Training (VET) system. It will establish Centres of Excellence in seven VET Centres across Ukraine, thereby enhancing competitiveness and contributing to the country’s socio-economic development.
Under this assignment, DELTA supports the Ministry of Education and Science of Ukraine (MoES) in detailed design, permitting, procurement, and implementation of prioritised investments. The scope of work covers the reconstruction, renovation, and construction of educational facilities, the procurement of modern equipment, and the strengthening of institutional capacities of VET Centres to manage procurement and contract implementation in line with both Ukrainian legislation and international standards.
Over the next four years, the project team led by Yuliya Kupriyenko, Project Manager, will deliver detailed designs for thirteen buildings (32,000 m²) and oversee procurement preparations. Volodymyr Ostapenko and his technical team are responsible for ensuring high-quality implementation of construction works. Gordana Milosevic Jurukovska, Project Director and Team Leader International Projects at Delta Managing & Consulting Engineers GmbH, will safeguard compliance with contractual obligations and ensure that all objectives are fully achieved.
To mark the inception of the assignment, a series of high-level meetings took place in Ukraine between 18–22 August 2025, involving the Ministry of Education and Science, Ministry of Finance, EIB, EU Delegation, Ministry of Economy, Anti-Monopoly Committee, Prozorro, as well as the Oblast Authorities of Ternopil and Ivano-Frankivsk. Visits to the VET Centres in Chortkiv and Kalush highlighted the strong commitment of all stakeholders, providing a solid foundation for successful project delivery.
This project represents a strategic investment in the country’s human capital, directly benefiting over 3,400 VET students. It addresses labour market needs and supports Ukraine’s further integration with European standards. DELTA is honoured to contribute to this transformative initiative in partnership with the EIB, the Government of Ukraine, and the European Union – and proud to have female leaders at the forefront, with Yuliya Kupriyenko leading the project team and Gordana Milosevic Jurukovska guiding international project delivery.
