Description

A Feasibility Study is being prepared for the Technical-Economic Block (TEB) of the University Clinical Centre of the Republika Srpska (UCCRS), the key backbone facility supplying utilities and services to the hospital complex with Gross Floor Area of 152,770 m²

The TEB provides:

  • Energy systems: heating hot water, steam, sanitary water, cooling water and air conditioning
  • Medical gases: medical oxygen and nitrous oxide
  • Compressed air: technical and medical purposes
  • Hospital services: food preparation and delivery, laundry, sterilization, maintenance, storage and administration

Due to decades of use, the TEB building and systems are significantly worn (leaking roofs, damp-related wall damage, heavily used floors). A large share of installed equipment is around 40 years old, at end of life, and some units are non-operational due to poor maintenance.

Objective / Options to be assessed

The Feasibility Study will support decision-making on the preferred option:

  1. Reconstruction and/or extension of the existing TEB, or
  2. Construction of a new TEB, followed by equipping the selected solution with modern, reliable equipment to meet increased demand, including future facilities (Medical Faculty & Centre of Education and Research; School of Medicine & Faculty of Health Care).

Scope of Services (summary)

  • Assess technical, financial, legal and environmental feasibility for three options (reconstruction, extension and new build)
  • Carry out investigations and compare technical alternatives
  • Prepare preliminary design and cost estimations
  • Perform an energy audit, with calculations in line with EN ISO 13790:2008
  • Prepare draft Terms of Reference (ToR) and technical specifications for tendering the preliminary design
  • Prepare and deliver a fully fledged Feasibility Study with three options (reconstruction, extension and new build)
